Richard Nelson, CEO |

| Richard Nelson is an accomplished executive
with numerous significant business achievements. Mr. Nelson
specializes in
developing and expanding business
by accelerating organic growth, market intelligence, driving
new business initiatives, developing
customers, teaming, and strategic
partnering. His entrepreneurial career includes multiple successful
business starts in diverse
industries serving both commercial
and government markets. He is a recognized energy expert who,
for more than two decades,
has made significant contributions
to national research and development programs both for energy
conservation technologies
(particularly in buildings) and
a range of renewable energy technologies (solar, wind, geothermal,
ethanol, biomass) in
multiple applications. For the
Energy Department, Mr. Nelson managed efforts to commercialize
emerging (green) energy technologies
for buildings. In support of
national energy policy, he has consulted to both houses of
Congress on many occasions on important
energy issues, and was called
to provide expert testimony to the U.S. Senate on financial
subjects. |

| Mr. Herman brings more than 30 years of experience in real estate development, construction, and real estate brokerage. He developed more than $100M in commercial and industrial real estate projects, and more than 1,200 residential lots. He is founder and operator of several real estate development companies performing development projects for both industrial and commercial uses. |

| Mr. Herman brings significant ownership and management experience to the ACT team through his important responsibilities as owner of NAI Keystone Commercial & Industrial
real estate brokerage; owner of The Development
Group, LLC, 2000 (specializing) in the development
and construction of residential communities
and more than 1,000 residential units and as
owner of Herman Development Company. |

Richard Gibbs, COO |
| |
| Richard Gibbs skillfully guides all aspects of ACT operations. He has 30 years of experience in business and contract management, successfully navigating through the maze of federal contracting regulations and requirements. He is a former United States Army quartermaster officer and series 1102 federal contracting officer. He received a DAWIA III certification with an unlimited warrant – the highest certification and financial responsibility attainable. In the government portion of his career, he awarded more than $6 billion in Federal contracts. |
| In the private sector, Mr. Gibbs provided contracts and logistical support for many top Defense Contractors providing IT, Security, and staffing services to Federal agencies. In 2008 alone, he directed the business development and proposal efforts that resulted in winning contracts in excess of $557 million. |
| Mr. Gibbs’ extensive Post Award experience as a federal contracting officer comes from his significant management and operating responsibilities at the Defense Supply Center in Columbus, OH. His in-depth experience in Long-Term Contracts is a result of his wide-ranging management experience with the Defense Supply Center Richmond, VA. Mr. Gibbs is also a former A-76 contracting officer. |
| His background also includes broad-based competencies in proposal development, risk mitigation, business development, logistics planning, strategic planning, process development, and contract negotiations. |
